October 2025 Visa Bulletin Update

The U.S. Department of State has released the October 2025 Visa Bulletin, providing the latest update on the EB-3 visa category for international nurses.

While progress varies by country, the forward movement for the Philippines is a positive sign and a welcome shift from the retrogressions we’ve seen in the past. Even when some categories remain steady, forward movement in others shows ongoing progress for international nurses on their U.S. journey.

Final Action Dates for EB-3 Preference Class

  • Philippines: 01 APRIL 2023 – 2 months movement

  • Other Nationalities: 01 APRIL 2023  – no movement

  • India: 22 AUGUST 2013 – 3 months movement

  • China: 01 MARCH 2021 – 3 months movement
